How to read citizen information from the card

I have a smart card reader-R502 (dual interface) and Smart National ID Card. When I inserted my ID card into reader, my computer can detect it and install the driver. Now I want to read the Citizen Information stored on the card. But Smart National ID Card issuing authorities don't tell me anything about card, including the PIN.

Could you tell me how to read citizen information from the card?
PS:
1. I don't want to build any applet and load it on to the card.
2. The ID card is JC v2.2.2
3. Card ATR: 3B DB 96 00 80 B1 FE 45 1F 83 00 31 C0 64 B0 FC 10 00 07 90 00 05

I think that the first thing you should do is to parse ATR. You can get some information from the parsing result.
