69 85 error while downloading an applet

I am trying to upload an applet to a JCOP Card(Passport Applet) the one that is open and you can download from the JMRTD website. And when I try to download the applet on the card it gives me error:
Download Cap error: Download cap file failed. Send: 80 E6 02 00 0B 06 A0 00 00 02 47 10 00 00 00 00 01, Recv: 69 85.
Can someone tell me what is the problem?

Hi There, Iam facing exact issue with JCOP 3 card, are you able to solve this? please advise with thanks.
