Recv: 6A 82 Error

Hi guy im trying to unfuse my card to change atr but i cant can anyone help me ?
my card Its fused (pre-personalizated)Its fused (pre-personalizated)
Then

Puting normal code
APDU: 00A4040010 (C238E449F725B1510EAA699550CABA16)
APDU: 00F00000


to unfuse my card always give me Recv: 6A 82 Error

Different Java cards have differente APDU command to chagne ATR, If you want to chagnge it, you need to contact your card issuer to get the APDU command.
