Can't Select Card error (Select GP Card Manager failed )

When I try to install a applet on a card ( Lets say the example Wallet applet) it keeps giving me error Select GP Card Manager failed
send 00 A4 04 00 00 Recv: 00 00 ( which means unknown error)
And also there is a error - Cant select card
I tried switching different smartcards ( MIFARE Classic 1k, MIFARE Ultralight, MIFARE DESFire EV1 4k ) and it was the same error
Is it the problem in the card? Do you need to manage the card first or is it a problem with applet?
