problem in loading an applet to the javacard with the pyApduTool

Hi to all, I am a newbie java card developer.
I'd created a simple applet with the eclipse for the javacard and it works as expected in the simulator.
then tried to upload the cap file to the card with the pyApdutool, but I got the below error:

could anyone help me to solve the problem? whats is the meaning of "64 03" status word?
