No all the bluetooth on pc/laptop is support virtual peripheral role, The device in the video is a Dell laptop with an Intel 8265 radio, it’s built in and not a dongle. If you are using a dongle instead of an internal radio we currently are using Laird BT851.
Most bluetooth dongle is only support central role.
What's the defferent between bluetooth interface

They are all bridge between
JCIDE and mobile phone .
But bluetooth interface

If your laptop dind't have built in bluetooth, you can buy one ( any bluetooth dongle ,that supported by win8 or win10 ,we didn't product bluetooth dongle,we didn't sell bluetooth dongle, you can buy it on amazon) .
bluetooth interface is supported on all windows os.
Virtual Peripheral BLE proxy is only supported on windows 10 .
