Does JCIDE allow one to develop simtoolkit?

I wanna develop a simtoolkit application.
But I don't know what IDEs can be used to develop app for sim card.
Can anybody tell me if JCIDE support simcard app development?

It can't. You can't download the cap successfully, no mater its simulator or card.
